2026 Spring Membership Meeting – Saturday, June 13, 2026

Two membership meetings are held each year, one in the spring, and one in the fall. The Spring meeting was held on Saturday, June 13, 2026 at the Clubhouse, 3305 Heron Lane, Lavallette, NJ, starting at 9 am. Members were also be able to attend the meeting via Zoom. The Zoom link was sent to all members via email. Two By-Law changes were proposed. Voting on these and the accepting of the October 25, 2025 minutes were held electronically by Simply Voting. 2026 Fall Membership Meeting – Saturday, October 24, 2026 at 9 am – Election of Trustees for 2027

The Annual Meeting of the Ocean Beach and Bay Club will be held on Saturday, October 24, 2026, at 9:00 AM at the Clubhouse, 3305 Heron Lane. Coffee and donuts will be served at the meeting. Members will also have the option to attend via Zoom via a link sent to all members on September 28, 2026.

Following the meeting, members will vote on the approval of the Spring Membership Meeting Minutes, the 2027 Budget and the Nomination of Trustees By-Law amendment. Voting will take place starting October 24 at 6:00pm and end October 26 at 6:00pm. Members in good standing will receive an email to enable them to vote.

2026 Board of Trustees Meetings

During the 2026 year, Board of Trustee Monthly meetings will be held via Zoom. Emails with dial-in information will be sent out to members a few days prior to the monthly meetings. Dates are subject to change, so check back often.

Communications

There are several ways the OB3 members are able to keep current with the important information and events regarding Ocean Beach and Bay Club.

First, and most importantly is via email. All invoices and important notices regarding meetings and voting are sent via email. Please make sure the OB3 office has your current email on file.

Text message alerts also can provide important information, not only about the club, but also text messages will be used to communicate Severe Weather Alerts, Marine Warnings, and Ocean County Emergency Alerts. The club will also use texts to remind owners of meetings, social events, beach closures, and road closures. Members may choose to opt out if they wish. If you aren’t receiving these text messages and would like to, please contact the OB3 office. This is in addition to, but will not replace, the official club notices sent via email.

There are also two Instagram accounts, Ocean Beach Unit 3 Lifeguards (@ob3ocean) where daily information is available about the beach tides, temperature and safety during the summer season, and Ocean Beach Unit 3 Social (@ob3social) where information about social events is posted.

If you would prefer to have your club invoices, notices and voting sent via USPS mail, that is handled via the OB3 office on an exception basis. A annual cost of $60.00 is charged for this service.

The Blue Book

This Ocean Beach & Bay Club Blue Book should need no introduction as it has been our trustworthy guidebook since 1951.

Our Certificate of Incorporation is dated September 22, 1951, and soon thereafter the first edition of our documents was printed with a blue cover. There are a few copies still in existence with several resolutions stapled and pasted to the back cover.

There was a reprint in June 2005, with our whale logo on a blue cover. When the supply ran out, copies were printed in black and white; but it was still called the Blue Book. On October 29, 2012, Superstorm Sandy hit New Jersey shores causing devastation in Ocean Beach III and resulting in many updates to our documents.

Through the history of Ocean Beach & Bay Club, scores of Trustees and members have contributed to the Blue Book, the book with no ending, as it is forever changing. Know the contents, refer to it often, and let the Blue Book continue to serve our wonderful community with changes, revisions and amendments for many years to come.

Any Member in good standing may make a motion to propose a change to our existing bylaws, or propose new bylaws. The motion must be seconded by another member in good standing. Proposed changes will be voted on by the community at the Semi-Annual Meeting in the spring, and at the Annual Meeting in the fall. If you would like to propose a new bylaw, or a change to an existing bylaw, complete the By-Law Change Request Form. Proposed changes must be received no later than 3 weeks before the date of the next Semi-Annual or Annual meeting.

Beach Badges

This is a private club and as such, beach badges are required at the ocean and bay beaches for all adults and children age 12 and older during the summer season. The summer season will begin Saturday, June 19, 2027 through Labor Day, Monday, September 6, 2027.

Each cottage receives 8 beach badges. Additional season badges can be purchased for $175 per badge. Badges are only distributed to members in good standing who have no violations or payments outstanding. If you are doing construction, you will not be able to pick up badges until your lot is cleared and construction has ended on.

Badges will only be issued to homeowner whose name is on the deed. When you pick up your badges, please plan to provide your State-issued photo ID for personal identification. If you need someone else will pick up your badges, you must first notify the office in advance by email to info@oceanbeach3.org. Include your name, address, and the name of the adult authorized to pick up. (Photo ID required.)

Use this form to purchase Renter badges. Never give Member badges to renters.

Each cottage will receive ONE (1) parking hang tag to display on your rear-view mirror when parking in OB3 parking areas with the distribution of badges. Due to limited parking, no additional parking hang tags can be purchased.

Trash & Recycling

  • From Memorial Day to Labor Day: Trash pickup is every Monday and Thursday. After a holiday, pickup will be the following day.
  • Recycling is every Friday. All recycling materials must be separated from the trash. 
  • After Labor Day: Trash pickup is every Monday. Recycling is every other Monday. For the Toms River Trash and Recycling Schedule, click here.
  • Please make sure garbage is placed within trash bags, and placed inside a garbage can with a sealed lid. Cans must be rolled out to the end of your driveway by 7:00 AM on pick-up days.
  • On Mondays, the OB3 Street Grader is scheduled for 12:00 PM, so please make sure to bring your trash cans in off the street before noon.
  • Only trash in the garbage cans will be picked up. For additional item pick ups, please contact Toms River DPW at 732-255-1000.

Construction Information

Please complete and send these forms to the Club Office.

Minor Construction – Use this application for all exterior alterations such as new windows, siding, doors, bulkheads, fences, demolition etc. Please note, as of September 10, 2026, a fee of $50.00 is required once the application is approved by the board.

Major Construction – Use this application for Construction that requires review by our Professional Planner, including but not limited to House Raising & New Construction. Includes a description of the process. Please note, as of September 10, 2026, a fee of $600.00 is required once the application is approved by the board.

Please note: The Board approved an update to construction Rule #5C on September 10, 2026. These changes take effect immediately and apply to all homes in OB3.

RULE #5C

All houses being raised or rebuilt shall comply with the minimum flood elevations required by Toms River Township in accordance with the Advisory Base Flood Elevation (ABFE) for the subject home. Owners are responsible for obtaining the applicable ABFE for their home and submitting construction plans that comply with that elevation.

Owners may build to the higher of the following two elevations:

  • Up to five (5) feet above the applicable ABFE, measured to the top of the first finished floor. This additional elevation, known as “freeboard,” provides an added margin of safety above the required flood elevation and may help reduce flood insurance premiums; or
  • Up to seven (7) feet above existing grade, measured to the bottom of the floor joists, to provide adequate headroom beneath the first floor.

Notwithstanding the foregoing, no home shall exceed a height of fifteen (15) feet, measured vertically from the finished first-floor elevation to the top of the ridge beam.

All new and/or altered buildings shall conform to the setback requirements set forth in the applicable property Deed Restrictions.

Road Opening Permit Application – Ocean Beach & Bay Club (OBBC) requires a permit for any work involving vehicles over 26,000 Gross Pounds traveling on its paved roads, or work involving excavating any road within OBBC. Complete and return with your major construction application.

Holds Harmless – complete and return with your major construction application

JCP&L Guidelines –  on New Construction or Rebuilding in a Designated Flood Zone.

Hardship Exemption –  A Hardship is not an extension.  A Hardship is a Hardship. Please complete the Hardship Application. Please note, you will be asked to include four(4) point pictures of your house and lot. An escrow fee of $200 will be required once your exemption is approved by the Board.

OB3 Overflow Parking Lots:

The following is a list of available parking for OB3 Members in good standing. A parking permit hang tag must be displayed on your vehicle.

  • Route 35 South & West Swordfish
  • Route 35 South & West Amberjack
  • Route 35 North between East Albacore & East Plover
  • Route 35 South at the Clubhouse
  • Parking of commercial or oversized vehicles is prohibited at all times on OBBC overflow parking lots. This includes, but is not limited to, vehicles larger in size than an SUV, minivan, or standard pickup truck, and trailers, whether or not they bear commercial license plates or logos. Violators will be towed at their own expense.

How to Request Club Documents

  • Members in good standing may request club documents.
  • Please send a written request (or Email) to the club office and describe the requested documents.
  • The club will respond in 10 days or less to your request.
  • The fee for documents is $1.00 per page. If you would like to know the total fee prior to the club preparing the document, please include that in your initial written request.
  • Requests for personnel matters, litigation matters, or topics considered advisory, consultative, or deliberative require authorization from the Board of Trustees and therefore may require more time to obtain necessary approvals
